Quality Values was founded in 1999 by Kenneth J. Brodeur, PhD. Dr. Brodeur has worked as an organizational consultant and social scientist for almost 30 years. Dr. Brodeur is an expert consultant in Research Methodology, Customer Satisfaction, Quality Management, Organizational Development, Behavioral Change, Experiential Learning, Leadership Development, Team Development, Knowledge Management, Self Management and Service Behaviors, Competency Assessment, Organizational Climate Assessment and Educational Efficacy Measurement.

Brodeur has led Quality Values into the areas of local community, education, government, human development, and international business.
